Liberal Winter University – Arab Liberty Forum 2026

The 2026 Winter University of the Arab Center for Research will serve as an open intellectual platform dedicated to examining the urgent economic, political, and geopolitical challenges facing the Arab world. Bringing together researchers, civil society actors, private sector innovators, and policy makers, the program seeks to rethink the foundations of democratic governance and economic reform in a region marked by prolonged conflict, institutional fragility, and economic uncertainty.

Throughout the Winter University, participants will explore how non-governmental actors—including civil society organizations, independent media, and the private sector—can contribute to more resilient societies and more inclusive economic systems. Particular attention will be given to the transition from state-dominated economies toward more open, innovative, and competitive markets, as well as to the role of transparency, accountability, and the rule of law in strengthening democratic legitimacy.

The program will combine lectures, policy discussions, workshops, and group exercises focused on risk analysis and public policy design. Participants will discuss regional conflicts, economic vulnerabilities, and future-oriented approaches to integrating risk management into public policy. By connecting regional experience with liberal ideas and international expertise, the Winter University aims to build a new generation of thinkers and practitioners committed to freedom, responsibility, social justice, and human dignity in the Arab world.
